Forest Land Recovery Program (FLRP)

The Forest Land Recovery Program (FLRP) provides financial assistance for reforestation, forest stand improvement and forest health.

The Florida Division of Forestry is implementing a new forest landowner assistance program titled the “Forest Land Recovery Program” (FLRP), which is authorized under the “Military Construction Appropriations and Emergency Hurricane Supplemental Appropriations Act, 2005”. This new program is designed to provide assistance to forest landowners who suffered losses this year, as a result of hurricane, tropical storm, or related events for the purposes of debris removal, replanting of timber, and other related purposes.

This program is available to non-industrial forest landowners (PNIFs) on a 75:25 cost-share basis to eligible landowners. Landowners must apply to participate in the program. Program practices include debris removal, site preparation, planting and other purposes related to the restoration of damaged or lost forest resources Application forms are available from all county Division of Forestry offices and from other cooperating agencies. The Division’s Foresters will provide technical assistance to landowners and will be the contact person for participating landowners.

Eligible practices include, but are not limited to: debris removal, site preparation, tree planting, and prescribed burning activities. Cost-share rates established for FLRP practices will be consistent with appropriate per acre cost-share rate maximums for eligible practices as established by the State Forester. Cost share funds will be allocated based upon statewide ranking criteria and is designated for ALL Florida counties.

Program Objectives

  • Investing in practices to restore the productivity of the non-industrial private forest lands in the State of Florida that were destroyed during the hurricane season of 2004.
  • Ensuring that reforestation, forest stand improvement and forest health occur where needed to restore and sustain the long-term productivity of timber to help meet future public demand for forest resources.
  • Help restore, recover, and mitigate the damage to forests caused by hurricanes, tropical storms, or related events.

Landowner Eligibility

Who can Apply?

  1. The landowner who is an individual, group, association, corporation, Indian Tribe, or other legal private entity are eligible to apply for and receive assistance under the program. Applications are considered without regard to race, color, religion, national origin, age, sex, martial status, or handicap. Corporations whose stocks are publicly traded or owners principally engaged in the primary processing or raw wood products are excluded.
  2. Landowners who own at least 10 acres, no more than 5000 acres and whose cost share request does not exceed $25,000.00.
  3. A landowner who owns forest land in Florida where significant forest resource loss or damage has occurred as a result of one or more hurricane or tropical storms during the 2004 hurricane season.
  4. The landowner has not received, nor will receive costs-share assistance from the USDA Farm Service Agency under H.R. 4837, Section 101 [c][2], the Tree Assistance Program (TAP).
  5. The landowner is following a management or practice plan that identifies the needed practices, specifications and performance period for the implementation of the practice(s) to achieve the forest restoration objectives of the landowner.

Who is Eligible for Funding?

  1. Applicants who meet all requirements for application eligibility.
  2. Eligible applicants who are approved through the FLRP evaluation process.
  3. Landowners with a multiple resource management or practice plan.
  4. Applicants requesting cost-share assistance for qualified FLRP practices on no less than 10 acres and not more than 1000 acres or whose cost-share request does not exceed $25,000.00.
  5. A landowner who preformed practices after October 13, 2004 and can produce verification of need and payment of practices. Verification of need can include pictures of damage prior to clean-up or a written practice plan to mitigate the damages prepared by the landowner’s natural resource professional. Proof of payment should include a paid invoice for practices.
  6. Applicants who have agreed to maintain FLRP practices for a minimum of 10 years.
